Adding EMC L3 SST, getting rid off obsolete observers (#492)

* add EMC SST retrievals

* satellite names

* erase obsolete observers

* change adt config filters, add marine component switches

* sst config update, switch to absolute threshold

* sss changes

* make changes in tasks so marine_models switch can function

* abandon old marine observers

* version bump

* erase unused obs

* fix merra2 filters

* set obs provider s2s_v1 for marine and ocean, remove obsolete observer references

* fix hofx test obs provider
