Unified Dockerfiles with latest stable ubuntu #34

This PR changes Ubuntu to the latest production release so that this repo doesn't need to be updated to get current supported versions. Further it unifies the Dockerfiles and changes their format to be easy to compare with diff tools.

Note: While I'm asking for inclusion to develop branch, it would make sense to push changes to master as well once #33 is merged.

Thank you for the contribution! I've had a big update on hold forever that's just been pushed with Ubuntu 22.04, NTP, and a new domain management script which covers off on this.
