This PR changes Ubuntu to the latest production release so that this repo doesn't need to be updated to get current supported versions. Further it unifies the Dockerfiles and changes their format to be easy to compare with diff tools.
Note: While I'm asking for inclusion to
developbranch, it would make sense to push changes tomasteras well once #33 is merged.
