Hat/POV Support - v1.01

This mini-release adds Hat/POV support for gamepads. This allows for the function of Guitar Hero controllers and directional pads on other controllers.

Please note that the values are handled similarly to an axis, so controllers with multiple hat switches will require stridden reading.
