-consider repo as external repo if provided as input
update cr.sh :
-modifying release_charts to consider new options and be able to publish in another repo
-modified update_index to consider pushing to another repo
-modified get latest tag as last commit ( there is no way to compare commit with tag as not from same repo)
-modified changed files to consider files changed in latest commit
