Need option to hide delete button on last item

There should be a way to look at or set minimum forms and enforce that on the UI (hide delete buttons if total forms are at the minimum). Currently, if you delete all forms in a formset, there is no way to add a form again since the plus button is located in each form instead of at a higher level.
