DND-CF-Ombudsman-WCAGViewer V1.0.0

This release has been a joint effort between the DND-CF Ombudsman office and Esri Canada to solve some of the issues raised by an external auditor. The original project is still alive and available at this URL: https://github.com/EsriCanada/WCAG-BasicViewer

This delivery was done originally on 2018, March 31. More comments and reviews were done on that release by the auditor after that date that will be integrated into a later release.
