Round 5 Technical debts

The following tasks are technical debts that arose due to time constraints in Round 5 release.

• Fix Mainnet genesis encoder test. Since we have moved to PBO delegation-pool backed Validators, the test needs to be re-written from scratch. The functionalities of the encoder functions are verified in E2E tests at smr-moonshot for the time-being.
• Move Testnet genesis transactions encoder function to only support PBO delegation-pool backed Validators. Plain Stakepool-backed Validators are currently used optionally to preserve backward compatibility for the smr-moonshot testing framework. This needs to be refactored along with the test framework in smr-moonshot.
