Need a footer with draggable content or bottomModal with fixed content

Requirement:
Need to show 2 fixed buttons at the bottom of the screen, above it there is some data from API, this data should be draggable when dragging it to the top all the data should be visible, it should have max height, and should have scrollable property if dragged to the bottom only the buttons are visible.
PS: Buttons are always visible even when there is more data from API, data becomes scrollable but buttons are always fixed at the bottom
