Experimental Plasmafox v133.0e for Vista+

I said there would be no r3dfox 133, and well, there isn't. This is Plasmafox 133, using the nightly or Plasmafox branding due to having many changes that need to be tested and totally not because I'm a troll or anything. There may be bugs or issues with it, perhaps even previously fixed bugs could crop back up. r3dfox naming will return with 134.

There are also changes to the default theme. No more is Aero fog enabled by default. Instead, the default theme now has translucent backgrounds for elements that could become unreadable on some backgrounds.

The portable builds are fully portable, the profile directory is inside the browser folder. It does not touch appdata at all.

Notable bugs:
The 32 bit build is built with --disable-sandbox. With the sandbox enabled under Vista, the browser fails to open multiple processes which breaks the browser. The 64 bit build is fine. Considering Mypal68 globally disables the sandbox, I don't think it's that bad. If this really is a big issue then please pr a fix.

Changes on top of the previous 132.0rc-2 build:
No longer ships with VC++ & UCRT DLLs. If you need these, they're in the VC++_UCRT_DLLs.7z file. Required for use on 7 RTM, Not sure if there are any other platforms that need it due to VC++ and/or UCRT not installing on them.
Default theme now uses backgrounds instead of Aero fog.
Ability to enable modern or Windows 10 UI mode on all platforms in the settings page.
Older style now playing icon that doesn't override the favicon.
Side gloss on the window with Aero themes now shows again.
Native elements in XP (OCAPI) should look more accurate.
Redone native theme code from Marble. Marble improved upon the r3dfox code, and so I improved upon the Marble code. I love open source.

Haven't tested on XP (OCAPI) nor have I extensively stability tested.

I have no idea if upgrading from 115 to 128 is broken like it is going from 127 to 128. Maybe follow the same steps as release to be safe idk.

New ESR (orange) icons are included.
New color schemes are included, ESR (orange), and Plasmafox (pinkish-purple)
Added the ability to enable/disable the r3dfox theme's drag space.
All new r3dfox features from 130.x:
Moving the profile folder should not break extensions anymore.
r3dfox is now compiled with accessibility services included again.
Accessibility is disabled by default for more security and performance, however there is now a GUI option for enabling/disabling it.
There are no more blacklisted ports, except for 0.
Beacon web tracking is disabled. (beacon.enabled is set to false)
Translucent design works with light mode now.

Haven't tested on XP (OCAPI) nor have I extensively stability tested.

I've been busy with other projects, which is why there hasn't been much progress here. Maybe I'll get 132.0 and 128.4 out relatively soon.

This was added in 129.0-4, but I still have not advertised it anywhere, so it might get missed:
Added back security.csp.enable, or the ability to disable Content Security Policy, allowing you to for example use themes in Vencord Web.

Fixed new windows opening with light or dark borders with DWM disabled depending on the theme. Relatively minor since it goes away if you resize the window, but I'm hoping it fixes #157

Installer version should no longer have weird crashes for some users. (Thanks @newbie-461)
VC++ is integrated since it's too hard for people to just install a dependency required for near every application these days. This has resulted in a 1-2MB size increase from last release. However it has made the 7 RTM fix redundant and it now just works there.
More telemetry disabled
