Update Faroe Islands.json

Regions of Faroe Islanads were changed on OSM from admin_level=4 to admin_level=6 since they are former administrative divisions and, because of that, have a high admin_level value. This was discussed on OSM Forum (https://community.openstreetmap.org/t/faeroerne-faroe-islands/122034)

Adding admin_level=7 relations since they represent municipalities which do have administrative function. Not all are currently present on OSM, will update the list once adding from the community is completed.
