What does this PR do? What is the motivation?
Updates Cloud Security Management (CSM) resource scanning instructions to match changes in the UI. The previous "Enable Cloud Security Management" check box has been replaced with an "Enable" button on the integration tiles. This button now redirects users to the CSM setup page.
