Relax lower bound of Win32 down to the version used by ghc-8.2.2 #81

That is the ghc minimum version used by haskell-ide-engine (see mpickering/haskell-ide-engine#26 (comment))

The bump up was in ca9f53e to create symbolic links to workaround a stack issue: fortunately it seems the utility is present in Win32-2.5.4.1 (it was introduced in Win32-2.5.0.0): http://hackage.haskell.org/package/Win32-2.5.4.1/docs/System-Win32-SymbolicLink.html
