This adds a reference to timeline events for linking them with a qualification, which allows us to track when the information might have changed on a qualification.
This adds a service that makes it possible to change the qualification certificate date of an application after it has been submitted.
This adds a new Rake task that makes it possible to change the certificate date of a qualification using the service added in the previous commit.
