This tracks when an application has been submitted under a criteria which is no longer currently, which means either under the old regulations, or the country is no longer subject limited or no longer requires preliminary checks.

This tracks when an application has been submitted under a criteria
which is no longer currently, which means either under the old

This migration has been run in all environments now so we can remove
this line from it.
