populate agenda links in Assessment and SEP sections of Internal agenda

Description

SEP and Assessment sections are not currently populated with helpful info. Add search and update functions to add relevant agendas, similar to the OPERA section.

Implementation Considerations

Assessment/HQ agenda is rarely ready in time for Monday's SNWG MO Monday meeting. If the agenda is not found in the relevant folder, populate Internal with "This Wednesday's agenda not yet found".
Assessment agendas are currently sorted by calendar year, not fiscal year.
