ci: Bring updated ci jobs from hugr

Copies various updates we did in HUGR:

• Configure dependabot for python dependencies and github actions
• Update some workflow actions
• Drop the (disabled) jira task workflow
• Add help messages in the PR-title check
• Don't run multiple miri test workflows concurrently

This is half of #318. I still want to clean up the poetry/pre-commit/just config, but I'll do that in another commit.
