Local persistence looks good, Network is still buggy but close.

Tabs are out, to hard.

Modifying the UI:

Back functionality.Everything should have a back button, to explicitly go where we want
Approver add comment button: don't have above Cancel/Ok on view claim instead it is an option in the dialog, which opens up another dialog.
