Changes

Upgrade the rseqc docker to use the newer base container which explicitly sets the PYTHONPATH.

depends on CCBR/Dockers#40

just ran a quick test using renee test dataset /gpfs/gsfs10/users/CCBR_Pipeliner/Pipelines/RENEE/.v2.6.1/.tests/ and all jobs finished successfully.
@kelly-sovacool can you please cut the new release v.2.6.2 and update it on biowulf? Thanks
