CRDCDH-1991 Rebrand Organizations as Programs

Overview

This PR visually rebrands the concept of Organization to Program, including updating URLs accordingly.

Change Details (Specifics)

• Add annotations to the type properties for Organization
• Replace copy-pasted styling for the Edit/Add Organization input fields with the pre-styled forms
• Replace most visual references of "Organization" to "Program"
• Add Abbreviation and Description inputs to the Edit Program page
• Remove Organization filter from Data Submission List
• Remove Organization dropdown from Create a Data Submission dialog
