Think for checking version availability they would have to rely on Az aks get-versions so its better to cut to the specific link within this doc - https://learn.microsoft.com/azure/aks/supported-kubernetes-versions?tabs=azure-cli#azure-portal-and-cli-versions

* You can now skip one release [while upgrading Azure Service Mesh](https://learn.microsoft.com/azure/aks/istio-upgrade) as long as the destination release is a supported revision - for example, asm-1-21 can upgrade directly to asm-1-23.
