Athenz 1.7.46 Release

The Athenz team is happy to announce the availability of v1.7.46 release of Athenz. This release includes the following set of bug fixes and enhancements.

#440-#446 IntelliJ code analyze recommendation fixes/changes
#439 add read only mode of operation to ZTS
#447 cert refresher fixes - skip check for resource files and correct storage of checksums
#448 aws temporary creds enhancements - support for longer expiration and external id
#450 new option to disable tls renegotiation
