Describe where gnatcheck rules come from #1126

Add context as to which rules are part of GNATcheck and which rules need to be pulled in from the repository.

Added a README to help show which rules currently are in the repo but will be migrated to the tool at some point in the future.

Removed rules from the repo that aren't used in the document
