Updated arsenal medical level and roles #1150

When merged this pull request will:

  • Add a medical training level attribute to the loadouts to give appropriate access to medical equipment for loadouts.
  • Modify the arsenal whitelist so that the medical equipment matches the appropriate role.
  • Include documentation if applicable
  • Respect the Development Guidelines

Don't like this due to we already have Role as well as medical level implemented.
This adds a 3rd way of determine a medic.

Role should instead be used to define equipment for medics.
