[Epic] Clarify Notifications

Overview

Notifications are sometimes cryptic and hard to understand, i.e. GS103, nor are they relatable to their dispatcher. We want to add related, actionable data/links to notifications to clarify notification content.

Requirements

• Add GS### error decoder fallback to notifications No longer necessary
• Map current notifications to relevant links/reference data
• Add functionality to pass actionable links/reference data to notification
• Adjust current notifications to include the above links/reference data Deemed unnecessary
• Curb excessive notifications from the address book when modifying owners

Timeline

We will have to comb through each currently dispatched notification and ascertain what data is available. This is estimated to take a week.
