Adds a per-layer cost-coefficient.
For the heuristic I simply use the min layer cost since this is both admissible and backwards-compatible (though I'm sure better heuristics are possible).
This should help address issues such as vleue#35, vleue/vleue_navigator#66, and vleue/vleue_navigator#46
