Failed firmware update never times out

Describe the issue

What is happening?
The driver never seems to time out after a device firmware update has failed.

What did you expect to happen instead?
The driver should time out, allowing new firmware update attempts.

Steps to reproduce the behavior:

1. When notified of a device firmware update, click on Settings -> Show all updates -> {the device firmware update that you wish to perform} -> Install
2. Allow the firmware update attempt to run
3. What the firmware update fails, there should be an error shown at the bottom of the dashboard (also logged in HA system logs), and HA's firmware update process stops, leaving you at the device firmware update pop-up (ready to click install)
4. If you attempt to start another firmware update, it will fail with a message that a firmware update is already in process
5. If you go into the zwave-ui control panel, you will see the device stuck at a percentage of an update, with 1/2 of the process
6. Leave it all alone until the next day, and nothing has changed.

Anything else we should know?
The device update failure happened after the 1st smaller image was copied to the device (I was told that there was a 2nd image with more chunks that should get copied as well)
