Qubino Smart Meter won't smartstart join zwave

Hi,
I wonder if someone could help me.
How can I investigate smartstart registration issue of a Qubino Smart Meter ?

Basically, I've added the QR code to the smartstart provisioning list, but device is not showing up!
I have to understand if device is broken, in order to ask for substitution .....

I've already try to manually add to zwave by pressing Sbutton , try to reset device device for restart all the whole thing .... but I've got no luck at all.

I've another qubino on the network, added some times ago .... without any issue (zwave version changed meanwhile)
I would like to undesrtand , if device try to regsiter and have problem , or if there are no zwave activities from qubino side.
