No notification values discovered after device inclusion

I included a Zooz ZSE42 Water Leak Sensor. After the interview completed, I noticed there were no Notification values, even though the V8 CC is supported. I was expecting there to be a water sensor value. I re-interviewed the device and the "Water Alarm Sensor status" notification value did appear. I checked the interview logs and noticed a difference between the inclusion interview and re-interview, which explains why this happened.

Would this have to be the result of a device bug reporting the incorrect value the first time? Or can there be some other explanation?

Because of the security encapsulation, we can exclude flipped bits from the possible causes. I would assume the device reported something weird the first time.
