ZSS losing program control status?

In zowe/zlux#981 we see a comment where Zowe cannot do an action because upon ZSS being requested, it prints out message

BPXTLS failed: rc=-1, return code=139, reason code=0x0be802af

Which is:

02AF JREnvDirty

The specified function is not supported in an address space where a load was done that is not program controlled.

Action: Make sure that programs being loaded into this address space are defined as program controlled.

Is it possible that ZSS could have the program control status on startup, and then somehow lose its program control status at runtime?
