Reduce redundancy in license scanning

There's a few places where redundant strings are defined in the license/sbom scanning pipelines (workflows + scanning code), and opportunities to squash logic which is copy/pasted on a per-scan output basis in the license workflows. Addressing these issues should improve the maintainability of the code; the redundancy feels like the likeliest place errors may be introduced.
