Update zooniverse.org-status.txt file via lita command

Context: PFE checks the contents of https://static.zooniverse.org/zooniverse.org-status.txt and posts an announcement banner with the text contained within the file in case if the file is not empty, and takes no action / posts no announcement banner if file is empty.

Past Behavior: A simple Jenkins job allowed non-devs to easily update the content in this file, as described in this StackOverflow post.

Desired Behavior: Create a lita command that updates (via GH Action?) the content of the zooniverse.org-status.txt file. File hosting can be moved to Azure Blob Storage from S3 -- in that case, PFE would also need to be updated.
