无论是否在i管家里面开启关闭悬浮框权限，代码检测都是打开了权限的

如果可以关闭悬浮框权限，检测是有问题的

@kamike vivo 使用 i 管家这个如果使用 appopsmanager 无法判断权限就没办法了

i管家只是负责开启关闭而已吧，如果是最终开启了还是要通知系统知道吧？有没有其他办法呢，除了用反射获取AppOpsManager

如果AppopsManager不可能，你试试这个方法，其他方法暂时没有
