Validate Section Updates

The validate section needs to be updated to fit the new Docs format and the content needs to be simplified and updated.

• Add question to Node Syncing Issue form - Did you build your binary locally or download it from the Releases[Add_link] page?

• Remove Observer Signer content from the docs -- it doesn't apply to 99% of readers

• Combine the Setup Node and Setup Production node pages

• Add steps to verify their ndoe is setup correctly - Query node to see current height, what error messages to look out for

• Rearrange categories so they make sense and look better in the UI
