New open data for peak demand

Hi,

There is now a new json file push on the hydroqubec website:

https://www.hydroquebec.com/documents-donnees/donnees-ouvertes/evenements-pointe/

i think it's pushed each 15 minutes.
Maybe this could be easier to use in the plugin to automate when a peak demand event is happening or about to happen.

As mentioned in the readme, the hydroqc project is no longer developed here, it is moved to gitlab: https://gitlab.com/hydroqc

This new data source is already being worked on https://gitlab.com/hydroqc/hydroqc/-/issues/60

@zepiaf perhaps you should archive the github repo to avoid confusion?
