Task Description

Currently only "local users", users not comming from oauth2 like zalf or bonares, can interact with geonode api using permission. Envvar ENABLE_APIKEY_LOGIN=True should overcome this issue. See discussion on official geonode gitthub repository: GeoNode#12530
