Feature: Add View to Map that allows to request DOI for a the Map and all linked ressources except given

Feature Description

When a new Data Collection is uploaded to GeoNode using the new upload tool, data stewards are in need of a view to request a DOI for data collection (map) and all linked resources.

The Basic workflow would be something like:

1. Upload of data in the upload tool
2. review of data steward until accepted
3. automated upload to GeoNode with inviting Author to review data collection (map with all linked resources and metadata)
4. author approves data collection in GeoNode
5. data stewards requests DOI from DataCite and publishes Dataset in GeoNode

DataCite metadata could be generated like at Thuenen using pyCSW. Therefore an additional view would be required for staff users to request DOI and select which linked resources must be effected from this changes as well. After finishing this would make the data collection with all linked resources public.

This could also be understand as a final publication view, used by the data stewards to finally publish a data collection on geonode.
