Organisation Data publishing progress % depends on more than core elements

After registering as a new organisation on IATI Publisher, my Organisation Data page has the core elements (organisation identifier, name and reporting-org) populated automatically with information collected during registration:

However, the publishing progress bar only shows 33.3%

No other elements are "core" on the Organisation Data page, and we expect a lot of our user base to leave them blank. This has confused some end-users.

Can we check how the publishing progress is currently being calculated and make sure it's consistent with the activity "core completeness" score? (i.e. based on core elements only)
