Fixed Issue: Resolved the scroll unblur text effect page

FIXED ISSUE
Fixes issue #573

Successfully resolved the issue where the scroll to unblur text functionality wasn't working on the page

Added extra banner as an indicator to let users know when they have to start scrolling.

Kindly merge my PR with hacktoberfest label.

I understand but it wasn't possible to fix this issue without using JS, I tried every way possible and every alternative but the properties related to scrolling behaviour was only possible to implement with Javascript, also I saw in some code files JS was used in the html file itself so I thought I can use it , I didn't use it on my own
