Open Y: For Alerts, the "Hide for the listed pages" option does not work for pages listed with "/pagename"

Repro steps

• Log into the Carnation Open Y sandbox site, at https://sandbox-carnation-std.openy.org/
• Create a new Alert
• In the Visibility pages text box, specify "/about" followed by "" while leaving the "Show for the listed pages" option selected.
• Save
• Observe that the alert is displayed on the home page and the About page, but on no other pages. This is working correctly.
• Edit the new Alert.
• Leave "/about" and "" in the Visibility pages text box, but now select the "Hide for the listed pages" option.
• Save
• Observe that the alert is incorrectly still displayed on the home page and About page, but it is visible on all other pages. It should be not visible on the homepage and the About page.
• A follow up test with Hide from the listed Pages option set to "" only worked.
• A second follow up test with Hide from the listed Pages option set to "/alert" only did NOT work.

Expected Behavior

• Alerts should be able to be hidden from pages by page name, just as it works for "Show for the listed pages".

Actual Behavior

• Alerts cannot be hidden from individual pages
