Smarty3 - Help with security policy and debug

Actually, XOOPSCube Legacy Smarty3 is runing fine but there are some issues that
require attention : security policy and debug.
Your help is welcome.

1. Is Smarty3 $security_policy required in class/template.php ?

       if (empty($this->debug_tpl)) {
            // set path to debug template from SMARTY_DIR
            $this->debug_tpl = XOOPS_ROOT_PATH.'/modules/legacy/templates/xoops_debug.tpl';
            if ($this->security && is_file($this->debug_tpl)) {
                $this->secure_dir[] = realpath($this->debug_tpl);
            }
            $this->debug_tpl = 'file:' . XOOPS_ROOT_PATH.'/modules/legacy/templates/xoops_debug.tpl';
        }

2. function fetchDebugConsole
   It seems deprecated. What to do with this function ?
