Combo boxes for tier interpretation don't allow custom values #2

The combo boxes for defining the interpretation of a marker are only drop down options, but I think they should also allow custom values to be entered.

This is last tested with Firefox 55.0.2 on Linux, but I think it also affected Chrome on Linux.
