This PR contains 3 things required for successful deployment:

Updates terraform lock files to latest aws, as old aws version is no longer compatible and errors out.
Updates urbit executable wget to current endpoint + transform (cf. https://urbit.org/getting-started/cli).
Fixes missing step in readme as well as typo.
