Handle deleted records

Apparently TransCAD does something really silly when you delete a record but do not save or export the binary file: instead of actually deleting the record, it puts an inscrutable character at the beginning of the line.

For now, the user can correct for this by filtering the data_frame in their workspace. @4Step says he has a way to handle it in C.
