requires=['pip', 'virtualenv', 'Mercurial'], should be install_requires=['pip', 'virtualenv', 'Mercurial'],

further, if you could remove the import veh part from setup.py - it will build properly in PyPM, http://code.activestate.com/pypm/veh/
