Enhance offline delivery on re-launch

Compared to previous versions and now it seems wire deliver pending messages during internet disconnect as long as wire app running but still has issues,

What steps will reproduce the problem?

1. Disconnect internet and send a message
2. Quite wire app (not only close)
3. Start wire app and connect internet
4. You'll notice pending messages don't deliver (2)

Same problem here. Open Wire app linux flatpak version Version 3.26.2941.
Close laptop and let system suspend. Some messages are sent to your user. Open laptop and resume system.
Messages are not received. Restart wire. Messages are received immediately.
