make ESTOP trigger print the cause of the alarm to slack

the alarms are logged but i think because we're not passing the alarmHandler down to the monitor class it doesn't ahve the ability to log to slack directly. either pass it in, or pass the alarms out to the alarm monitor watchdog daemon which does have access to
the alarm handler.
