UI font size too large

I have Supermium installed on both Windows 7 and Windows 11. The Windows 11 installation uses a larger font for the tab names, bookmark bar and bookmark dropdown. The dropdown is particularly annoying because it has more space between bookmarks so that fewer bookmarks fit before it needs to scroll. This happens with the Supermium (Classic script).

How can I get the smaller fonts on the Windows 11 installation?

Is Chrome Refresh 2023 enabled on the Windows 11 install, as indicated in chrome://flags by searching for #chrome-refresh-2023 or similar flags? It should be disabled.

Yes, its disabled. Here is the Windows 11 screen shot:

Note that both the fonts and spacing are different.

I worked on menus today and I noticed that for some reason the menu metrics were made different on Windows 11 from other versions of Windows. This will be undone (hid behind switch --win11-menus). There was no switch to control these metrics beforehand (it will be introduced in 126).
