progwrp.dll and Windows 9x

I suggest using the progwrp.dll library for porting Mozilla Firefox 52.9 ESR browser and Firefox-like browsers for Windows XP by roytam1 (Serpent 52, New Moon 28, K-Meleon 76, etc.) to Windows 98/ME without KernelEx. Due to the fact that KernelEx by jumper is unstable (in particular, it causes VMware Tools crashes on Windows 98/ME).

Since the Supermium browser and the progwrp.dll library cannot be adapted for Windows 95/98/ME, can they be adapted for Windows NT operating systems released in the 90s (Windows NT 3.1/3.5/3.51/4.0)?
