reconstruct and gen_latent for fast_jtnn #43

It seems that a version of sample.py was created which is compatible with that fast_molvae/fast_jtnn version of the code, but other key scripts such as reconstruct.py and gen_latent.py are not compatible.

Are there equivalent scripts available for the fast_jtnn version of the Junction Tree code?
