Gaps in violation metrics make alerts hard to snooze #3

Sometimes violations are found in one scrape, gone in the next and then again present in the next scrape.

This leads to alerts based on these violations being resolved first and then reappearing after a short pause.
Depending on your alerting setup alerts like that are hard to suppress or snooze.

You can work around it by defining your alert on an average over a longer time period (say 15 or 30 minutes), but that is an inelegant kludge.
